TENDER NO: RFQ/B777/DRY LEASE/164                               Dated: 26th February 2010

 

 

 

REQUEST FOR QUOTATIONS FOR REFURBISHMENT/ZERO TIME OVERHAUL OF BRITAX & B/E AEROSPACE SEATS REMOVED FROM B777 DRY LEASED A/C VT-AIK

 

 

NACIL (Air India) is inviting bids for carrying out the refurbishment of passenger seats applicable to its dry leased B777 airplanes VT-AIJ MSN 26943 & VT-AIL MSN 26935. This aircraft will be sent to MRO facility for carrying out re-delivery C-check and painting. The selection of MRO facility is under process and will be intimated to the successful bidder shortly.

 

As per the terms of the lease agreement with lessor, the passenger seats are required to be refurbished and should be made serviceable along with the IFE system at the time of re-delivery.

 

Please note that the work is required to be completed  within 20 days as total grounding of the aircraft at MRO facility will be only 30 days.

 

The repair agency will ensure packing/forwarding and transportation of the seats from MRO facility to the repair facility and return to MRO facility with in 25 days.

 

The probable date of sending the aircraft to the MRO facility is 1st week April 2010 for a/c VT-AIJ and 2nd week July 2010 for a/c VT-AIL.

 

The details of the seats and the workscope is as under:

 

 

A] Seat Details:

 

FIRST CLASS SEATS  OF BRITAX MODEL M15101-001 series. 

 

 

BUSINESS CLASS SEATS OF B/E AEROSPACE AMBIANCE MODEL 960-UA127 series.

 

 

ECONOMY CLASS SEATS OF RECARO AIRCOMFORT 3410 MODEL/721 series.

 

 

These Seats are equipped with BE2000 series IFE system.

 

B] Work Scope:  INSPECTION, REPAIR AS NECESSARY and recertification as  given

      below:

 

  • Tear down seats as necessary and pressure wash, all metal parts.
  • Check main frame, seat back upright and recline dimension, seat back recline, arm function, hydro locks, back bushing repair and replace as required.
  • Clean all existing plastic components, arm caps.
  • Install new plastic, arm caps and life vest pouches if found damaged.
  • Clean all IAT food trays and repair/replace if necessary.
  • Check tray table/pivot/swivel and adjust.
  • Check serviceability of all existing   IFE & video monitors, video arm equipment installed on seats and repair as needed.
  • Check studs, track fittings for wear limits and replace as required.
  • Check tubes and spreaders for cracks.
  • Inspect literature Pocket spring and replace as needed.
  • Polish all exposed metallic components including Escutcheons.
  • Inspect leather armcaps on F/C & B/C Seats and replace leather if found deteriorated per CMM requirements.
  • Inspect pod furniture and front cap, rear cap & inner side panels and replace leather if found deteriorated per CMM requirements.
  • Replace all damaged Velcro on seat frame.
  • Replace Back, Bottom and Head rest Cushions wherever found deteriorated as per CMM requirements.
  • Discard all existing covers. Repair Agency to cut and sew new back, insert and bottom dress covers.
  • Re-web all existing seat belts and replace if required.
  • Seat repair agency will be responsible for providing all paper work associated with repairs and combined burn certificate together with FAA 8130-3 release to service tags.

NOTE: AIL have 10 B/C Seats(25 seat places without cushions upholstery and IFE

            equipements) refurbished by Flight Line Products, USA and will be provided to 

            selected bidders for use on the above program.  Accordingly, selected bidder should  

            reduce the cost for  these 25 seat places.

 

C] Certification Requirement:

 

Repair agency must provide FAR 145  Repair Station approval certificate having scope to  repair/overhaul type of Seats listed in para “A” above and fitted on B777 type a/c, along with the offer.

 

D] Quotation:

 

The quotes shall include:

  • Actual Cost of Packing/forwarding and transportation of the seats from MRO facility to the repair facility and return to MRO facility.
  • Cost of any additional work that may arise should be capped under not to exceed price.
  • Cost of Upholstery Material if Air India chooses to supply the upholstery material.
  • Cost of necessary burn tests if Air India chooses to supply the upholstery material.
  • Cost of stitching the seat covers.
  • Cost of repairing flight attendant seats.
  • Cost of repair of cockpit crew seats.

 

 

 

D] Prequalifications:

 

     If required Bidders may inspect the seats installed in the aircraft prior to submitting their

     bids. This is to allow them a chance to submit a fair bid.

    

       Prequalification requirements:

 

    • Bidder should have their own facility.

 

    • Bidder must have FAR 145 Repair and be able to  redeliver the  seats with

 

      FAA 8130-3 tags.

 

    • Bidder should have minimum 5 years of experience in seat refurbishment and must confirm having sufficient stock of spares for above type of seats including IFE.

 

    • Bidder should have performed at least five complete shipsets overhaul of type of Seats listed in para “A” above. Proof of dispatch of overhaul shipsets with details are needed for consideration.

 

    • Bidder should be capable of undertaking repair / replacement of Seat IFE equipment type BE2000 series.

 

 

Seat CMMs will be provided to the selected service provider.

 

Format of Technical quote, Financial quote and Seat LOPA are attached herewith.

 

The quotes MUST BE submitted in two parts i.e. Technical and Commercial latest by 10th March 2010 (09:00 IST) by e-mail. Please note that quotes forwarded by any other means except above-mentioned are liable for rejection.

  

The Technical Quotes will be opened on 10th March 2010 at 11:00 hrs LT and Financial Quotes will be opened on 12th March 2010 at 14:30 hrs LT. If you so desire, you may depute your representative to be present at the time of opening of the tenders.
